Description: The number of valid EFCI=0 cells in the egress direction of this Channel that are discarded at the CoS queue. This counter carries upper 32-bits of cwacsHCEgrEFCI0Discard. The lower 32-bits will be present in cwacsEgrEFCI0Discard.

What is cwacsHighEgrEFCI0Discard?

This holds the upper 32 bits of the 64-bit count of egress cells on this channel that were NOT marked as congested (EFCI=0) but were nonetheless discarded at the CoS queue. Because these cells weren't flagged as having encountered congestion, a nonzero value here (with cwacsEgrEFCI0Discard or cwacsHCEgrEFCI0Discard) indicates the local CoS queue itself is congested independent of any upstream signaling. An admin would treat growth in this counter as evidence this specific egress queue, not some remote link, is the bottleneck.
