What is cwacsHighEgrCLP0CoSDiscard?

This holds the upper 32 bits of the 64-bit count of high-priority (CLP=0) egress cells on this channel that were dropped specifically because the class-of-service queue overflowed. Since CLP=0 cells are meant to be kept during congestion, any nonzero, growing value here (tracked with the low-order cwacsEgrCLP0CoSDiscard or the combined cwacsHCEgrCLP0CoSDiscard) is a strong signal the egress CoS queue is undersized or oversubscribed for this channel. An admin seeing voice or premium-data quality complaints would check this counter first, since loss of nominally-protected CLP=0 cells indicates a real capacity shortfall rather than normal best-effort shedding.
