What is cwacsHCIngEFCI0Discard?
This is the native 64-bit counter of UPC/PCR-compliant ingress cells on this channel with EFCI=0 that were nonetheless discarded at the CoS queue. Since these cells were both policing-compliant and not marked as congested, a growing count is a clear sign the local ingress CoS queue itself is the bottleneck. An admin would use this to distinguish local queue exhaustion from congestion inherited from upstream.
