An admin monitors outbound RM-cell volume to confirm the ABR closed-loop rate-control feedback mechanism is generating and sending cells toward the peer as expected. For example, if a peer endpoint reports it isn't receiving expected RM-cell feedback from this connection, the admin can check this egress RM count to see whether the cells are even being generated and sent from this side.
