An admin cares because losing an end-of-frame cell on egress can corrupt an entire outbound AAL5 frame at the destination, so this is a useful indicator of frame-level impact rather than isolated cell loss. For example, if a destination device reports incomplete frames arriving from this connection, the admin checking this discard counter might find the switch's own egress traffic management is dropping frame-ending cells.
