This read-create percentage value configures a per-connection overbooking control used with the VSI interface policy during CAC, applied in the remote-to-local direction, and does not apply if the connection is point-to-multipoint. An admin uses this the same way as the local-to-remote percent utilization but for inbound traffic, allowing the switch to admit more connections onto a trunk by treating declared inbound bandwidth as partially overbookable. For example, if inbound traffic on a connection is known to rarely reach its full remote PCR, the admin can set this below 100 to let the switch pack more connections onto the same physical interface.
