This read-create percentage value configures a per-connection overbooking control used together with the VSI interface policy during Connection Admission Control (CAC), applied in the local-to-remote direction. An admin uses this to intentionally allow a connection's declared bandwidth to be counted at less than 100% during CAC, effectively overbooking capacity for connections that rarely use their full allocated rate. For example, for a connection whose traffic rarely reaches its configured PCR, the admin might set this utilization factor below 100 to allow the switch to admit more connections onto the same physical trunk.
