What is cwaChanAbrADTF?

This read-create value, in units of 10 milliseconds, configures the ABR ACR Decrease Time Factor - the time permitted between Resource Management (RM) cells before the allowed cell rate is decreased down to the Initial Cell Rate. An admin tunes this ABR closed-loop control parameter to determine how quickly a source's rate falls back to a conservative baseline if RM-cell feedback stops arriving, balancing responsiveness against risk of unnecessary throttling. For example, on a connection prone to intermittent RM-cell loss, the admin might increase this time factor to avoid the source rate collapsing to its initial rate too aggressively during brief feedback gaps.
