Description: This notification is generated when the vsiLogicalIfOperState object transitions from the active(2) state to either the failedExternal(3) or failedInternal(4) state.

The vsiLogicalIfOperState object identifies the state and instance of the logical interface, after the logical interface has made the transition that caused the notification to be generated.

The agent will not generate this notification if the vsiLogicalIfTrapEnable object is equal to 'false'.
