This read-only TimeTicks object reports the time of the last state change reflected in cvpdnTunnelState. Administrators use it to know how long a tunnel has been in its current state, or conversely, how recently it changed, which helps correlate tunnel state transitions with other network events. For example, if a tunnel just transitioned to a down state, this object's recency would confirm to the admin that the change is fresh and likely tied to a recent network event rather than a long-standing condition.
