This read-create RowStatus governs the lifecycle of a global VLAN translation entry, where values in any other column become immutable once the row is active, and setting it to createAndGo fails with 'resourceUnavailable' if the number of existing rows exceeds cvtGlobalTranslationMax. An administrator uses this to provision and activate new global VLAN translation mappings, understanding they must configure other columns before or during activation since the row locks after becoming active. For example, exceeding the configured cvtGlobalTranslationMax while trying to createAndGo a new row would cause the agent to reject that row with a resourceUnavailable error.
