This read-write boolean controls whether a higher-priority core switch is allowed to preempt, or take over the active role from, a currently active lower-priority switch. An admin cares because with preemption disabled, an active switch keeps its role even after a higher-priority peer comes back online, avoiding a potentially disruptive automatic role switch. For example, disabling this after a failover means the newly-active standby stays active even once the original higher-priority chassis returns, avoiding a second disruptive switchover.
