This Gauge32 reports the connection setup rate, in Connections Per Second, for the protocol denoted by cufwAppConnProtocol averaged over the trailing 60 seconds. Because it's a short averaging window, an admin can use it to catch fast-moving bursts of new connection activity for that protocol almost as they happen. A sudden jump in this value for a protocol row right after a new client rollout would indicate that rollout is driving a burst of new connection setups.
