This Counter64, in Packets, counts packets that Snort itself created and injected into the traffic stream. An admin uses it to track how often the inspection engine is actively generating packets, such as resets, rather than only inspecting existing traffic. A rising count here alongside blocked connections would be consistent with Snort injecting reset packets to actively tear down flows it has decided to terminate.
