This 64-bit counter tallies frames of 16 octets or less arriving off the ring fiber, which the MIB defines as the threshold for a 'short' packet, over one specific completed 15-minute bucket from the rolling 24-hour history. Runt frames this small arriving from the ring are almost always a symptom of a duplex mismatch, a failing transmitter on a neighboring node, or physical-layer noise truncating a legitimate frame in transit, rather than a deliberately small application payload. A burst of several hundred short packets right after a neighboring node's line card was reseated would be consistent with that reseating briefly generating truncated frames onto the ring.
