This is the debounce timer preventing a marginal, intermittent fault, such as a fiber connector with a loose contact, from causing the ring to rapidly wrap, unwrap, and wrap again repeatedly, which would be far more disruptive than staying wrapped slightly longer than strictly necessary. Increasing this from the default 60 seconds to, say, 300 seconds on a ring segment known to have an intermittently flaky fiber run would prevent that segment's marginal fault from causing repeated wrap oscillations.
