On a shared ring, a packet that never gets picked off by its intended destination keeps circulating until its TTL runs out and it is dropped here, so a steady flow of these usually points to a topology or addressing problem — such as a destination MAC that no longer exists on the ring — rather than to simple congestion. A spike in this counter right after a node was removed from the ring would reflect traffic still addressed to that now-missing node circulating until it expires.
