This is the device-wide total of SCTP control and data chunks received from all peers, excluding retransmissions. Paired with ceSctpStatChunksSent, this is the receive-side half of the device's overall chunk traffic picture, letting an admin spot an imbalance where the device receives far more chunks than it sends, or vice versa, across its whole signaling load. A sudden doubling of this counter without a matching rise in call volume elsewhere on the switch would suggest a peer retransmitting excessively or sending unexpected extra traffic.
