In a multihomed setup this is the per-path health indicator: a specific secondary path showing failed while the primary stays active explains why failover to that path would not currently work if the primary itself went down. A remote address showing failed while the association overall still shows established means that specific backup path has stopped working even though the primary path is still carrying traffic fine.
