This is how many independent, order-preserved logical channels the peer can send into concurrently on this one association; since streams do not block each other, a low number here can bottleneck a busy MGC-facing link. An association negotiated with only one inbound stream forces all of a chatty peer's messages into a single ordered queue, so one delayed message head-of-line-blocks everything behind it.
