This object is the threshold value used to clear, or abate, congestion level 1, the mildest tier, for this specific association. Crossing back below this threshold is what lets the association step down out of its lightest throttling state, so if it is set too high relative to the association's normal queue depth, that association may never fully clear level-1 congestion even during otherwise quiet periods. If this is set to 200 and the association's outbound queue depth drops to 150, the association exits level-1 congestion and resumes normal, unthrottled sending.
