This counter tracks how many remote-access session setup attempts failed specifically because the device lacked sufficient internal resources (such as memory, license seats, or crypto-engine capacity) to accept them, as opposed to failing due to bad credentials. A rising count here while crasNumDeclinedSessions stays flat tells an admin the problem is capacity, not authentication - likely meaning the concentrator has hit its license or hardware session ceiling. Seeing this jump right as crasIPSecNumSessions or crasSVCNumSessions approaches its historical peak would confirm the device is simply out of room for new connections.
