This object reports whether an NSSA (Not-So-Stubby-Area) border router is configured to always perform type-7-to-type-5 LSA translation, or merely be a candidate that only translates when elected among other eligible border routers. It matters because in an NSSA with multiple border routers, only one should actually be actively translating at a time to avoid duplicate or conflicting type-5 LSA origination; this setting determines whether this particular router insists on always doing that job or is willing to defer to another. An admin designing redundant NSSA border routers would typically configure most as candidate and possibly one as always to guarantee a deterministic primary translator.
