Comparing the growth rate of sent versus received Phase-2 exchanges device-wide can reveal an imbalance, such as this device sending far more negotiation attempts than it's receiving acknowledgments for, consistent with peers failing to respond to Phase-2 proposals. A VPN concentrator whose outbound Phase-2 exchange count is climbing unusually fast relative to its number of active tunnels may be retrying rekeys excessively against one or more unresponsive peers.
