It governs the lifecycle of an entire set of DMT-specific tuning parameters - transmit windows, band definitions, PSD levels - as a coherent unit rather than individually settable pieces that could be left inconsistent mid-configuration. Setting this to active triggers validation of all the associated band-start/stop and PSD settings together, catching a profile with an invalid tone range before it's ever assigned to a live line.
