This is the RowStatus control for the VDSL line configuration profile row, and per the MIB, setting it to active triggers the system to actually validate the profile's parameters, while deleting or taking a profile out of service first requires that no line still references it via cvdslLineConfProfile. It's the mechanism that prevents an operator from accidentally deleting a profile that active customer lines currently depend on, forcing an explicit unassignment step first. An attempt to destroy a profile that's still referenced by three active DSL lines would fail, or be blocked by good management-station logic, until those lines are reassigned to a different profile.
