This is the RowStatus control for the VDSL line alarm configuration profile row, following the same active-triggers-validation and unreference-before-delete pattern as the line configuration profile's row status, but governing alarm thresholds rather than line speed/margin settings. It prevents an operator from deleting an alarm profile that active lines still depend on for their alerting behavior, which would otherwise leave those lines silently unmonitored. Just like the line config profile, an attempt to destroy this while lines still reference it via cvdslLineAlarmConfProfile should be blocked until those lines are reassigned to a different alarm profile first.
