This counts inbound SCTP control chunks received from peers, explicitly excluding duplicates, giving the receive-side mirror of cSctpStatSentCtrlChunks. Comparing sent versus received control-chunk rates between this device and a specific peer can reveal an asymmetric signaling relationship, such as one side sending far more heartbeats than the other is generating in response. A sharp, sustained drop in this counter while the peer reports it's still sending heartbeats normally would suggest packets are being lost or filtered somewhere on the inbound path to this device.
