This is the remote-port-indexed counterpart to cSctpLookupLocalPortStartTime, recording when this lookup-table entry, keyed by the remote peer's port number, was created to support finding associations by remote port. Like its local-port sibling, it's primarily useful for detecting stale lookup entries that don't match the lifecycle of their underlying association rather than being monitored on its own. A device accumulating many lookup entries whose start times don't correspond to any currently-established association would indicate the SCTP agent isn't cleaning up its lookup tables properly after associations close.
