This records when this entry in the lookup table indexed by any remote address associated with the connection (as opposed to only the primary address covered by cSctpLookupRemPrimIPAddrStartTime) was created, supporting lookups across all of a multihomed peer's known addresses. It exists specifically to let a management station find an association starting from any of a peer's several addresses, not just the currently-primary one, which matters when investigating a failover scenario using a now-secondary address. This entry's start time being older than the corresponding remote-address entry in cSctpAssocRemAddressStartTime for that same address would suggest the lookup table wasn't refreshed when the address's role changed within the association.
