This is the remote peer's SCTP port number for this association, the receive-side complement to cSctpAssocLocalSCTPPort, together fully identifying which service on the far end this association connects to. It matters when a device maintains associations to multiple different services on the same remote host, since the port distinguishes, say, a signaling association from a bulk-data association to that same peer IP. If this value doesn't match the port the remote application is supposed to be listening on, that's a strong sign of a misdirected or stale association.
