What is ciiSysLevelMinLSPGenInt?

This is the minimum interval, in seconds, between successive generation of LSPs with the same LSPID at this level, following the resettingTimer behavior. It rate-limits how quickly the router may re-originate a new version of its own LSP after a topology change, existing specifically to prevent a rapidly flapping interface from causing a brand new LSP flood -- and a network-wide SPF recomputation -- on every single flap. For example, with this set to 5 seconds, a link that flaps three times within 2 seconds triggers only one actual LSP re-origination rather than three, throttling the churn it causes across the area's SPF computations.

snmpwalk -v2c -c public <target> CISCO-IETF-ISIS-MIB::ciiSysLevelMinLSPGenInt

Get a specific instance (index 1):

snmpget -v2c -c public <target> 1.3.6.1.4.1.9.10.118.1.2.1.1.3.1
snmpget -v2c -c public <target> CISCO-IETF-ISIS-MIB::ciiSysLevelMinLSPGenInt.1

Set instance 1 (SNMPv2c):

snmpset -v2c -c private <target> 1.3.6.1.4.1.9.10.118.1.2.1.1.3.1 i <value>
