This is the number of IS-IS Hello PDU frames seen in this direction at this level; point-to-point IIH PDUs are counted at the lowest enabled level, at L1 on L1 or L1L2 circuits and at L2 otherwise. Tracking this per direction and per level lets an admin confirm Hello traffic is actually flowing symmetrically before assuming an adjacency problem is protocol-level rather than a one-way traffic blackhole, and the lowest-enabled-level counting rule means the level-2 instance on an L1L2 point-to-point circuit should be expected to stay at zero by design. For example, seeing the transmit-direction count climbing steadily while the receive-direction count stays flat at zero on the same circuit would point straight at a one-way connectivity problem rather than an IS-IS configuration issue.
