The MIB explicitly protects against an admin accidentally leaving the router with zero configured area addresses while IS-IS is still running by rejecting removal of the last one. For example, an admin trying to remove the router's only configured area address, say 49.0001, while IS-IS is still active would have that SET rejected until either a second area address is added first or IS-IS is administratively disabled.
