This is the sequence number for this LSP, in the context of the decoded TLV table. This exists purely as an indexing field so that individual TLVs decoded from a fragmented or large LSP can be matched back to the exact LSP version they came from, since an LSP refreshed with a new sequence number can carry completely different TLV contents. For example, two TLV entries showing different values here for what looks like the same LSP ID tell the admin these TLVs actually came from two different versions of that LSP, not the same snapshot.
