It lists a single network-layer protocol the neighbor claims support for, mirroring the local ciiSysProtSuppEntry concept but for the remote side, so an admin checking full multi-protocol interoperability with a neighbor uses this table rather than assuming protocol support based on the adjacency existing at all. For example, a neighbor's entries here showing only an IPv4 protocol-supported TLV even though the local router runs dual-stack IS-IS would explain why IPv6 reachability through that specific neighbor never appears despite the adjacency being up.
