This is the minimal interval of time, in milliseconds, between transmissions of LSPs on an interface at this level. It paces how quickly the router can send successive distinct LSPs out this interface, preventing a burst of many topology changes from saturating the link or the neighbor's CPU with a flood of back-to-back transmissions all at once. For example, setting this to 100 milliseconds during a period of rapid topology churn spaces out this interface's outbound LSP transmissions to at most ten per second instead of blasting them all simultaneously.
