On a point-to-point circuit with a fully initialized adjacency to a peer, this object's value is the circuit ID negotiated during adjacency initialization; without such an adjacency it is the concatenation of the local system ID and the one-byte ciiCircLevelIDOctet. It exposes the circuit identifier currently in effect for the adjacency -- reflecting the negotiated value once a handshake completes, or a locally-derived placeholder beforehand -- so a mismatch between the expected and observed value here can point an admin at handshake or negotiation problems. For example, on a point-to-point circuit that has not yet formed an adjacency, this object shows the router's own System ID concatenated with its configured ciiCircLevelIDOctet, changing to the peer-negotiated value once the adjacency actually completes.
