What is ciiCircLevelHelloMultiplier?

This value is multiplied by the corresponding HelloTimer, and the result in seconds (rounded up) is used as the holding time in transmitted hellos, used by receivers of hello packets from this system. Increasing it makes neighbors more tolerant of missed Hellos before declaring the adjacency down, trading slower failure detection for resilience against transient packet loss, while decreasing it fails adjacencies faster at the cost of sensitivity to a single dropped Hello. For example, with a hello timer of 10 seconds and this multiplier set to 3, a neighbor would wait up to 30 seconds of missed Hellos before tearing down the adjacency, versus only 20 seconds if the multiplier were lowered to 2.
