This is the value to be used as the extended circuit ID in the 3-Way handshake; it is only used if ciiCirc3WayEnabled is true and must be unique across all circuits on this Intermediate System. It is the local 4-byte identifier the router advertises during the handshake so the far end can unambiguously reference this specific circuit, and because the MIB requires uniqueness across every local circuit, manually assigning these values risks handshake confusion if two circuits accidentally share the same one. For example, assigning extended circuit IDs 100 and 101 to two separate point-to-point circuits on the same router keeps the three-way handshake unambiguous, whereas accidentally reusing 100 on both would break the handshake's ability to distinguish them.
