If true, this suppresses normal transmission and interpretation of Intra-domain IS-IS PDUs on this circuit. Enabling it effectively removes the circuit from normal intra-domain IS-IS operation, so an admin should expect no IIH, LSP, CSNP, or PSNP PDUs to be sent or processed on that interface, and any expected adjacency there will simply never form. For example, setting ciiCircExtDomain to true on a circuit intended purely for an inter-domain routing exchange would stop the router from forming a normal IS-IS adjacency over that same link, which could confuse an admin expecting standard neighbor behavior there.
