This is the notification-carried counterpart to the polled ciiISAdjState object, embedding the adjacency's state directly into a state-change trap so the admin's monitoring system learns about an adjacency transitioning to down or failed the instant it happens rather than only on the next scheduled poll. For example, a trap firing the moment an adjacency transitions from up to down would carry this object set to down, giving instant notification instead of waiting for the next SNMP poll cycle to catch the change.
