Description: Indicates the holding priority for detour LSP.

What is cmplsFrrConstHoldingPrio?

This indicates the holding priority for the detour LSP, again 0 (highest) to 7. It governs whether the already-established detour can itself be preempted by some other higher-priority LSP signaled later, so pairing a low holding priority with a low setup priority keeps a critical tunnel's backup path from being bumped once it's carrying traffic during an outage. For example, a detour left at holding priority 1 will survive contention from most newly signaled tunnels, whereas one left at the default 7 could be preempted mid-failover by a higher-priority LSP setup request.
