For example, if 1 MB out of 50 MB 'processor' memory has been utilized by the resource user 'RU-1', then value of this object would be 2 in the entry corresponding to the 'processor' memory <-> 'RU-1' relationship.

What is cermResUserOrGroupUsagePct?

This reports the percentage of a given resource owner sub-type's total capacity that has been utilized specifically by one resource user or resource group, as indicated by the accompanying cermResUserOrGroupFlag. This per-consumer breakdown is what turns an aggregate device-wide utilization number into an actionable list of which specific process or group is actually eating the resource, essential for troubleshooting a memory or CPU exhaustion event. Per the MIB's own example, if the resource user RU-1 has consumed 1 MB out of a 50 MB processor memory pool, this object would read 2 percent for that user's entry.
