The ccqmCmtsEnfRuleFirstPeakTime has to be defined before defining this object else it will be taken to start from 0. This object cannot be changed when ccqmCmtsEnfRuleRowStatus is active(1).
What is ccqmCmtsEnfRuleFirstDuration?
Defines how long the first peak monitoring period lasts; this value is returned when the monitoring duration is queried during the first peak window.
