This is the standard RowStatus column used to create and delete rows in the premium channel entitlement table that defines the entitlementIndex values referenced by the untimedEntitlements1/2 bitmaps. An admin adding a new premium channel to the lineup must first create its row here, assigning it an entitlementIndex, before that channel can ever be granted or revoked via the bitmap objects, so a missing or inactive row means the channel simply doesn't exist as an entitlement option yet. Provisioning a new premium sports channel as entitlementIndex 15 requires setting entitlementRowStatus to active(1) for that row before any subscriber can be entitled to it.
