This RowStatus column creates and deletes the row that links an individual customer to a specific timed entitlement (pay-per-view purchase) in the per-customer timed entitlement table. A billing system creates this row the moment a subscriber buys a PPV event and lets it be removed once the event's stopTime has passed and access is revoked, so a lingering active row past the event's end time would indicate a cleanup problem in the billing/OLT-ONU sync. When customer 4412 buys the boxing PPV, the system sets custTimedEntitlementRowStatus to active(1) for that customer's entry tying them to timedEntitlementId 4821.
