Description: This object is used to manage row creation and deletion. When the channelAdminStatus is locked(1) the value of this object should be notInService(2). What is channelRowStatus?

This is the standard SNMP RowStatus column controlling creation, activation, and deletion of a channel's row in the channel table, and its allowed value is constrained by channelAdminStatus (notInService when locked, active or notReady when unlocked). An admin provisioning a new broadcast channel must walk this column through notReady/notInService to active in step with channelAdminStatus, so a stuck notReady value here signals an incomplete channel provisioning, such as vpi/vci not yet set. After creating a new channel row with vpi=0 and vci=200 but before setting channelAdminStatus to unlocked, this row would read notReady(3) until provisioning completes.
