What is cellularSignalEcio?
This reports the Ec/Io ratio for the cellular connection, in dB, a signal-quality metric specific to CDMA-family technologies, using -9999 to mean not applicable when the device isn't on a technology where this metric is meaningful. An admin checks this specifically on CDMA connections since it plays the quality-indicator role that SINR plays for LTE, so seeing -9999 here while other metrics are populated would confirm the device is currently on a non-CDMA network type. For example, a healthy Ec/Io reading near -5 dB versus a poor one near -15 dB would explain a difference in call quality on a CDMA-based cellular link.
