This reports the number of packet buffers currently available, free, for use on this node, applicable to all platforms except the VG100. This tracks a separate buffer pool from the data buffers above, specifically for packet-level rather than data-level buffering, so an admin diagnosing congestion needs to check both pools independently since exhaustion of one doesn't necessarily mean the other is also exhausted. For example, packet buffers running low while data buffers remain plentiful would point specifically at packet-processing congestion rather than a general data-throughput bottleneck.
